Offender Management Community Cohort Study

About this study

Commissioned by the Ministry of Justice, the Offender Management Community Cohort Study (OMCCS) has two main aims:

  • To assess the effectiveness of Community Orders in reducing offending behaviour.
  • To assess the added value of the National Offender Management Model, which is used by service providers to deliver these Community Orders.

The study is tracing a group of offenders starting their Community Orders in 2009 and 2010 through to the completion of their orders and beyond.

By the end of the study we will know much more about who Community Orders help and how they reduce offending. We'll know the packages of interventions most associated with reducing re-offending in different types of offender and we'll have learned more about the central role of Offender Managers.

Potential policy impact

Findings from OMCCS will help the National Offender Management Service (NOMS) develop an intervention strategy that will help them to meet their target for reducing re-offending.

Methods

The study tracks a cohort of offenders on Community Orders from 10 Probation Areas. Offenders will be interviewed three times at key points during and after their sentence. This information will be combined with data collected from central data sources and local case management systems. In addition, there will be a qualitative study involving interviews with offender management staff.
