About this study

The Government is rolling out a national programme of individual tuition for pupils who are falling behind in English and Mathematics. This research aimed to give a national profile of private tuition providers for students aged 5-16 in England.

The study used desk research to construct a national database of tuition agencies, and we also carried out a telephone survey of providers and qualitative interviews with individual providers. You can read some of the findings here or the full report here.

Potential policy impact

This study provided evidence about the nature of the private tuition market, and the availability and costs of employing tutors.

The first main element of this research was a 'mapping task' that profiled the market of providers by collating two databases of:

  • private tuition agencies with a website
  • and individual tutors working within three local areas.

The second element involved a survey of private tuition agencies and qualitative interviews with individual providers.
